If it is with a low-cost airline like Air Asia or Ryanair, then travel agents will only have the same access that you have, as they use a web booking system, which is similar or, in most cases, the same as you would use as a regular customer. If your flights are with a scheduled airline like British Airways, Emirates, etc. then the travel agent you originally booked with will have access to your booking, and maybe be able to access your reservation through their GDS and change your dates. This some times works, even when the airline&#039;s own system is down. 

To be honest though, an airline&#039;s system will only ever be down for a matter of minutes, and you have probably just spoken to someone that doesn&#039;t want to help.
