what PL could build a web-based Graphical Information System to locate a grave in the cemetery?

we are on the decision phase for what programming language and its IDE to be use to build a web-based graphical information system (GIS) to locate a certain grave in the cemetery. The project goes like this, the user will enter the name of the grave and the system will give an exact location on the cemetery map using the GIS. if you have a good answer about it. please suggest. thank you very much.

you can use C#, with google maps sdk.
