Can studying in information technology specialisms in information system security become a programmer?

Can a person graduated with bschons in information technology specialisms in information system security become a computer programmer. Can they also become a hacker/cracker ?

If you really wanted to, I suppose. But an IT or IS degree doesn’t really include much in the way of programming, algo, SDLC instruction.

You can certainly try to become a professional pentester/etc. If you’re serious about it, there are a whole bunch of certifications you can get — Certified Ethical Hacker, GPEN, etc. Plenty of companies, and consulting firms employ people to perform penetration testing/ offensive security type stuff.
