How does this technology system and the Information it provide really works?

Last night i was watching t.v. and the lady in the show was looking for a long last friend on a web site call peoplefinder.com. After watching the show i really wanted to know if peoples information can be that easy to get a hold off. I type it in my laptop and look for my friend and found her information.

I was just thinking why is the information all store in the computer?
Can it be harmful?
what purpose do it serve.

I believe people finder uses a combination of a Facebook like design meaning that if someone creates a profile on people finder, other can search and see their information. In addition they probably use public records that are available through the government and write search algorithms that can try to find people through that information. Its not any more harmful than being in the white pages, it just cuts down the time it would take to search.
